Frederick Deese | Owner
After nearly a decade of providing advanced web and application development services to both the private and public sector, Fred Deese founded Visual Connections, an information technology consulting firm, in 2007. As Chief Executive Officer of the company, Fred is focused on new business development, overall company positioning, and client relationships. Under his dedicated, entrepreneurial leadership, Fred has taken the company from $70,000 in annual revenues to a multi-million dollar organization. Since the company's inception, he has held project management positions on many prominent and complex commercial and government IT projects, personally providing the services that have made Visual Connections widely recognized by its customers for its innovative technologies and quality work.
Fred brings extensive federal consulting experience to Visual Connections; he has supported multiple components within the Department of Homeland Security (DHS), National Security Agency (NSA), Office of Naval Intelligence (ONI) Health and Human Services (HHS), the National Geospatial-Intelligence Agency (NGA), and the Veterans Administration (VA) with efforts ranging from software development to program management support. Current projects with which Fred is involved include initiatives at the Department of Health and Human Services, the Centers for Medicare and Medicaid Services, and the Defense Logistics Agency among others.
Prior to his private-sector employment, Fred has held a Top Secret (TS) Sensitive Compartmentalized Information (SCI) Security Clearance. Fred is a decorated United States Navy Service Disabled Veteran who has been deployed to the Persian Gulf two times in his tenure and has received two Navy and Marine Corps Achievement Medals (NAMs) for his service. He continues to leverage his previous military experience and forward thinking mantra to connect technology with those who use it.

Patricia (Pat) Lomax | Senior Vice President & Managing Director
Pat Lomax has built a distinguished career in both the federal government and technology consulting sectors, recognized for her strategic leadership and expertise in driving growth, managing government contracts, and developing effective pricing strategies. Her comprehensive experience spans assessing RFP risks, contracts management training, and partner vetting for teaming, joint ventures, and acquisitions, showcasing her deep, practical knowledge.
Currently serving as Senior Vice President & Managing Director at Visual Connections, LLC, Ms. Lomax brings her vast experience to guide strategic growth initiatives and nurture strong client relationships. She continues to apply her insights into business development, pricing strategies, and acquisitions to further the company's success.
Before joining Visual Connections, Ms. Lomax was the Strategic Account Executive at TISTA Science and Technology Corporation, where she leveraged her extensive network and strategic acumen to drive company growth. Prior to that, she held several key positions at General Dynamics Information Technology, including Contracts Administrator, Senior Advisor, and Business Area Lead. In these roles, she managed a comprehensive portfolio of contracts, ensuring compliance and fostering innovative approaches to contract management.
Ms. Lomax's career also includes entrepreneurship. As the owner of PNL Associates, she provided expert guidance on government contracts and pricing strategies. Earlier in her career, she held significant roles at Fleishman-Hillard as Senior Vice President & Partner for Government Contracts, ITS Services, Inc., and within the Department of Defense and the Army Corps of Engineers, where she exercised procurement authority from 1985 to 2004.

Dr. Maurice Thomas | President
Dr. Maurice Thomas joined Visual Connections in 2016 and moved to the role of President in April 2022. Prior to his role as President at VC, he was responsible for directing Visual Connections’ Corporate Program Management Office known as the “Community of Practice.” He brings more than 25 years’ experience in program and project management, providing governance, cadence, and best practices.
Maurice’s experience includes directing and managing contracts in the areas of systems and infrastructure development, business intelligence, and support services. He also brings commercial contracting experience in the real estate, legal, and corporate banking industries. He has supported various initiatives with the D.C. Superior Court, Centers for Medicare and Medicaid Services, U.S. Postal Service, U.S. Department of Justice, U.S. State Department, Internal Revenue Service, and the U.S. Patent & Trademark Office.
Maurice has held positions as a Records and Information Manager, Project Manager, Program Manager, and Program Director. Before joining Visual Connections, Maurice was a Program Director responsible for profit and loss for a portfolio consisting of Federal IDIQ and Blanket Purchase Agreement task orders valued at over $189M with projected annual revenue at $20M to $30M. He directed over 200 project managers and technical staff members.
Maurice has taught project management courses in both corporate and academic settings and guided Capability Maturity Model Integration (CMMI) accreditation projects for maturity levels 2 through 5 for four different companies, including Visual Connections.
Maurice holds a Doctor of Business Administration (Computer & Information Security) from Northcentral University and a Master of Business Administration (Information Technology Management) from Western Governors University. He also holds professional certifications for Project Management Professional (PMP), CompTIA Project Plus, Information Technology Infrastructure Library (ITIL), Change Management, and Lean Six Sigma.
