Deborah Taylor served as the Centers for Medicare & Medicaid Services (CMS) Chief Financial Officer (CFO) and the Director of the Office of Financial Management (OFM). As CMSâ€™s CFO, she was accountable for planning, and coordinating the agencyâ€™s comprehensive financial management activities and fiduciary responsibilities. She was responsible for all financial management activities for the Medicare, Medicaid and Marketplace programs, including CMSâ€™s accounting processes, policies and all related financial reporting; debt referral; debt compromise and settlement activities; and monitoring of the internal control environment. Additionally, she was responsible for formulation and execution of an annual budget that exceeded $1 trillion dollars.
She also led many program integrity efforts including enhanced provider enrollment, implementation of the Medicare recovery audit program, implementation of prior authorization models, and error rate measurement. She was integral to the implementation of the Affordable Care Act, assisting in the design of several innovation models and payment processes for the Marketplace.
Ms. Taylor retired from CMS in October 2015, after a distinguished federal career that spanned 40 years. Prior to her retirement, she also served as the Chief Operating Officer, in addition to her CFO duties. She provided executive leadership to all planning, implementation and evaluation of administrative and operational activities for CMS, including enterprise-wide information systems and services, acquisition and grants, electronic health standards, facilities, and human resources. She was responsible for facilitating the coordination, integration and execution of CMS policies and activities across CMS components, including new program initiatives, as well as MACRA implementation.
Ms. Taylor has testified before Congress on numerous occasions regarding CMSâ€™s efforts to reduce fraud, waste, and abuse in the Medicare and Medicaid programs. She received the Presidential Rank Awards for distinguished service in 2008 and meritorious service in 20012. She has a Bachelor of Science degree in accounting from George Mason University and received her CPA from the state of Virginia in 1996.
